Ichnera

Research and open source

Two open archives of Romanian public records.

monitorul.ai and Pe propria răspundere are research projects by the Ichnera founders, not Ichnera products. monitorul.ai is open source under AGPL-3.0, the GNU Affero General Public License, and its code is public. Pe propria răspundere is an essay published openly on monitorul.ai. Both read the same kinds of public records as the products: the parliamentary transcripts printed in Monitorul Oficial, Romania's official gazette, and the asset declarations of public officials. Both are free to read and to cite.

monitorul.ai · AGPL-3.0

Stenogramele Parlamentului României, citabile pe web

Romania's parliamentary transcripts, citable on the web.

An archive of what is said in both chambers of the Romanian Parliament, taken verbatim from the official PDFs of Monitorul Oficial Partea a II-a, the part of the official gazette that prints the transcripts. Speeches, votes, interpellations, written questions, committee meetings and institutional reports each have a page with a stable address, next to a register of deputies, senators, ministers and presidents.

Every substantive speech is also coded under four frameworks from political science: populism (Hawkins), anti-pluralism (V-Party), deliberative quality (the Discourse Quality Index) and voice, which records whether the speaker talks in their own name, quotes, paraphrases or negates. The coding describes what was said, not who said it, and each marker is anchored to the exact passage it rests on.

The archive runs a public MCP (Model Context Protocol) server with 16 tools, so an AI assistant can query it directly. Connect your assistant.

Pe propria răspundere

On one's own responsibility: the words every Romanian asset declaration opens with.

2,850,990 declarations collected from 805,454 officials, most filed from 2022 to 2024. 2,295,957 of them read automatically.

Data as of 2 September 2026, as the essay states. Source: ANI, the National Integrity Agency.

A data portrait of these asset and interest declarations by Romanian officials, read automatically and matched against public risk indicators. Built from the last complete public archive, before the Constitutional Court stopped their publication in May 2025.

The checks follow the World Bank's guidance on risk indicators. They mark declarations for a person to verify; the essay confirms no findings and calls each mark a reason to check, not a conclusion. It is written in Romanian, with an English version behind the EN switch at the top of the page.

Connect your assistant

Ask the parliamentary archive from your assistant.

MCP is an open protocol that lets an AI assistant call outside tools. The monitorul.ai server gives your assistant the same 16 tools the site's own pages use. Answers come back with links to the pages on monitorul.ai, so each one can be checked.

The first connection

  1. Your assistant opens a browser window at monitorul.ai.
  2. Sign in with Google.
  3. A consent screen shows the assistant's name and what it asks for. Accept it.
  4. Later connections are silent until you revoke the assistant from your monitorul.ai account page.

Claude Desktop and Codex start the server through npx, so they need Node.js installed.

Claude Desktop

Add the server to the app's configuration file and restart Claude Desktop. The tools menu then lists the tools under monitorul-ai.

~/Library/Application Support/Claude/claude_desktop_config.json (macOS)%APPDATA%\Claude\claude_desktop_config.json (Windows)
{
  "mcpServers": {
    "monitorul-ai": {
      "command": "npx",
      "args": [
        "-y",
        "mcp-remote",
        "https://monitorul.ai/mcp/server"
      ]
    }
  }
}

Cursor

Cursor connects to the server address directly, with no proxy. Add it to Cursor's global configuration file, or to .cursor/mcp.json in a project.

~/.cursor/mcp.json
{
  "mcpServers": {
    "monitorul-ai": {
      "url": "https://monitorul.ai/mcp/server"
    }
  }
}

Codex CLI

Codex uses the same mcp-remote wrapper as Claude Desktop. Add the server to its configuration file.

~/.codex/config.toml
[mcp_servers.monitorul-ai]
command = "npx"
args = ["-y", "mcp-remote", "https://monitorul.ai/mcp/server"]

Endpoint, limits, the Claude Desktop and Codex configurations and tool names from monitorul.ai/mcp, read on 4 October 2026. The Codex entry gives the documented keys in TOML, the format config.toml takes. The Cursor entry follows Cursor's documentation; monitorul.ai/mcp describes the form Cline uses.

monitorul.ai is open source, published by the Ichnera founders under AGPL-3.0, with its code on GitHub. Pe propria răspundere is published openly on monitorul.ai by the Ichnera founders, free to read and to cite.
