About Ichnera
Ichnera builds and operates its own public-data intelligence products. harta-firmelor.ro and sicap.pro serve Romania today. Analist, our investigation agent, is in private beta on harta-firmelor. Our ambition is to extend these capabilities into an international service for corporate teams.
Public records answer plain questions. Who owns this company? Who won this contract? What did this official declare? Each answer sits in a different register, under a different identifier. Our work is joining them, and saying which joins rest on an identifier and which rest only on a name. The name comes from ichnos, the Greek word for a trace.
How we got here
sicap.pro came first: procurement monitoring for bidders. It indexes every notice in SEAP, the public procurement system, and sends alerts on saved searches.
harta-firmelor.ro put the trade register of ONRC, the National Trade Register Office, on a map. A firm's page shows its current status, the balance sheets it has filed, its past addresses and names, its Monitorul Oficial acts, court cases and contracts with the state, and the neighbours at the same address.
The founders published two archives. monitorul.ai makes the Romanian parliamentary record searchable and citable, answers AI assistants through a public MCP (Model Context Protocol) server, and is open source under the AGPL (GNU Affero General Public License). Pe propria răspundere is a data portrait of a historical archive of asset and interest declarations filed with ANI, the National Integrity Agency, most from 2022 to 2024.
Analist, an investigation agent, is in private beta on harta-firmelor. It answers questions over the registers and returns evidence for review. The example shows an unsupported claim removed from the draft before publication.

Alexandru has nine years of experience in public procurement and five years as General Manager at Aeyo Solutions. His background combines procurement knowledge with business management, giving him a detailed understanding of how the field works and the needs and challenges of the businesses taking part.

Radu has over twenty years of software development and startup experience in London. Since 2020, he has built and maintained sicap.ai, an open-source, searchable database of all Romanian public tenders, with over 38 million contracts. He also advises and builds agentic systems for OLAF, the European Anti-Fraud Office.
